Siguiendo el mandato de la primera Ley General en materia de Humanidades, Ciencias, Tecnologías e Innovación (LGMHCTI), el Consejo Nacional de Humanidades, Ciencias y Tecnologías (Conahcyt) celebró la sesión de instalación del Consejo General de Articulación (CGA) que funda el Sistema Nacional de Centros Públicos (SNCP), cuyo objetivo es articular capacidades humanísticas, talento especializado, recursos e infraestructura, para atender las problemáticas nacionales, así como para contribuir a la independencia científica y tecnológica.

Con fundamento en el artículo 75 párrafo 4° de la LGCHTI y con el artículo 5° del Reglamento del Sistema Nacional de Centros Públicos (RSNCP), asistieron a la sesión de instalación las y los titulares de 26 Centros Públicos (CP) que forman parte de este sistema, quienes sumaron propuestas y estrategias para desarrollar proyectos de incidencia en los distintos territorios del país.

Cabe precisar que el CGA está encabezado por la directora general del Conahcyt, e integrado por las y los titulares de los CP.

Con la instalación del CGA, este órgano colegiado de carácter consultivo y de apoyo técnico, promoverá la articulación y cooperación interinstitucional para lograr los objetivos del SNCP; propondrá objetivos estratégicos y la armonización de los programas institucionales de los CP; y diagnosticará e identificará áreas de oportunidad para el desarrollo óptimo del SNCP.

Además, analizará, estudiará y sugerirá acciones para la resolución de problemas comunes de los CP, tales como la integración de grupos y comités de trabajo entre titulares, especialistas y representantes del Conahcyt en temas prioritarios para lograr la articulación entre la nueva política y el quehacer de los CP.

En el marco de esta transformación de las políticas públicas en HCTI, que suma la consolidación del SNCP, la directora general del Conahcyt, María Elena Álvarez-Buylla Roces, reconoció y celebró el talento humano y la capacidad instalada con la que cuentan los CP para ofrecer atención y solución a las principales demandas locales, regionales y nacionales.

“Los centros destacan en su relevancia regional y nacional en humanidades y ciencias; y el quehacer en desarrollo tecnológico disruptivo. No hay ningún otro organismo que tenga las capacidades que tiene este conjunto de instituciones. […] Existe la posibilidad de ofrecer al Estado mexicano desarrollos tecnológicos y colocar a este SNCP en una posición destacada para atender demandas sociales del país.”

En congruencia con la LGHCTI, recordó que todos los posgrados públicos ofrecidos por los distintos CP, así como por instituciones de educación superior (IES), deben procurar la calidad y gratuidad en su implementación, con la intención de favorecer el interés público y la voluntad social en el quehacer del sector.

“La clave es que nos comprometamos en esta nueva visión más humanista, incluyente y democrática, con rigor epistémico y exigencia ética, aprovechando al máximo las capacidades de los CP, para dejar un real avance en favor de la soberanía nacional, la autosuficiencia en la innovación tecnológica, y dejar un Sistema Nacional de Posgrados que coadyuve al bienestar de nuestro pueblo y del cuidado ambiental.”

En su calidad de presidenta del CGA, hizo un llamado colectivo a que las coincidencias y responsabilidades institucionales se sigan orientando a la transformación de las políticas del sector, bajo la convicción y el deber de hacer “una auténtica ciencia del pueblo, para el pueblo y, sobre todo, con el pueblo”.

El titular de la Unidad de Articulación Sectorial y Regional del Conahcyt, Alejandro Díaz Méndez, resaltó la nueva forma de hacer y abordar las HCTI:

“Se busca con este nuevo SNCP una nueva orientación de la investigación aterrizada en el territorio, que fortalezca las relaciones interinstitucional e intersectorial para permear en las comunidades, la colaboración, cooperación y entendimiento con los sectores HCTI. Es importante no perder rigor científico, transdisciplinariedad ni la exigencia ética que ello conlleva.”

Por otra parte, con fundamento en el artículo 75 párrafo 4° de la LGHCTI, y el artículo 6º fracción VI del RSNCP, se aprobó la creación de cinco comités técnicos de trabajo: de carrera académica; de presupuesto; de proyectos entre los CP y el sector productivo; de elaboración del Protocolo de CP Libres de Violencia; y de uso y aprovechamiento de la infraestructura. 

Como parte de la labor fundamental de los CP, el director adjunto de Investigación Humanística y Científica, Andrés Triana Moreno y la directora adjunta de Desarrollo Tecnológico, Vinculación e Innovación, Aideé Orozco Hernández, ambos del Conahcyt, indicaron que más de cien Proyectos Nacionales de Investigación e Incidencia (Pronaii) y cerca de 400 investigadoras e investigadores por México están asignados a los CP.

Finalmente, la coordinadora de Programas para la Formación y Consolidación de la Comunidad del Conahcyt, Liza Aceves López, expuso los lineamientos del Sistema Nacional de Posgrados (SNP), enfocado en la investigación y formación profesional, detallando los criterios para asignar y clasificar becas nacionales y apoyos directos para estudiantes de posgrados públicos o privados de investigación o especialización.

El SNCP es definido en la LGHCTI como el mecanismo de articulación de recursos, infraestructuras y redes de los CP coordinados por Conahcyt, con el objetivo de contribuir con sus capacidades al diseño, ejecución y evaluación de actividades en materia de HCTI relacionados con las áreas estratégicas o prioritarias del desarrollo nacional y los temas de interés público nacional o de atención indispensable considerados en la agenda nacional, con el fin de consolidar la independencia científica y tecnológica del país, así como garantizar que los beneficios sociales del progreso científico y tecnológico redunden en el bienestar del pueblo de México.

La importancia de este órgano radica en la articulación de actores en el Sistema Nacional de HCTI armonizado con las necesidades del país y los temas de la agenda nacional; así como en el trabajo colaborativo mediante coordinaciones y comités de trabajo, en favor de una auténtica ciencia para el pueblo de México.

Coordinaciones o grupos de trabajo del SNCP

Grupo de Humanidades y Ciencias Sociales. Coordinado por el Colegio de la Frontera Norte (Colef) y también integrado por: Centro en Investigación y Docencia Económicas (CIDE); Centro de Investigaciones y Estudios Superiores en Antropología Social (CIESAS); Colegio de Michoacán (Colmich); El Colegio de San Luis; e Instituto Mora.

Su análisis permitirá llevar un diagnóstico en torno a cuatro temas centrales: migración, agua, enfoque de género y desigualdades y seguridad humana.

Grupo de Salud y Ambiente. Coordinado por el Instituto de Ecología (Inecol) y también integrado por: Centro de Investigación en Alimentación y Desarrollo (CIAD); Colegio de la Frontera Sur (Ecosur); Centro de Investigación Científica de Yucatán (CICY); Instituto Potosino de Investigación Científica y Tecnológica (Ipicyt); Centro de Investigaciones Biológicas del Noroeste (Cibnor); y Centro de Investigación y Asistencia en Tecnología y Diseño del Estado de Jalisco (Ciatej).

Su propósito es identificar las fuentes documentales y construir una agenda enfocada en atención a problemas de salud y ambientales en el país, así como elaborar un modelo de trabajo que integre al talento humano y promover la capacidad y la infraestructura adecuados a las políticas públicas en el sector HCTI.

Grupo de Desarrollo Tecnológico e Innovación. Coordinado por el Centro de Investigación en Química Aplicada (CIQA) y también integrado por: Centro de Ingeniería y Desarrollo Industrial (Cidesi); Centro de Investigación Científica y de Educación Superior de Ensenada, Baja California (Cicese); Centro de Investigación en Ciencias de Información Geoespacial (Centrogeo); Centro de Investigación en Matemáticas (CIM); Centro de Investigación en Materiales Avanzados (CIMA); Centro de Investigación y Desarrollo Tecnológico en Electroquímica (CIDTE); Centro de Investigaciones en Óptica (CIO); Centro de Innovación Aplicada en Tecnologías Competitivas (Ciatec); Centro de Tecnología Avanzada (Ciateq); Corporación Mexicana de Investigación en Materiales (Comimsa); Centro de Investigación e Innovación en Tecnologías de la Información y Comunicación (Infotec); y el Instituto Nacional de Astrofísica, Óptica y Electrónica (Inaoe).

Su misión es desarrollar innovación tecnológica, basada en investigación humanística y científica para dar atención y solución a los problemas del país en materia de energía, seguridad humana y salud, articulando el quehacer de la mano con instituciones de humanidades y ambiente.
